You can get a pretty definitive answer to this question from Granada themselves. Here is a link to all of the Picture Box episodes in their sales catalogue (it's not all the episodes that were made, as they don't seem to have kept many recordings prior to 1972). Click on the "All" tab if it doesn't seem to produce any results.
If you browse through you will see a very sudden change between "Ben, Rosie and the Bear Part 2" which was broadcast on 14th June 1989 (and, incidentally, repeated 2 days later). It was presented by Alan Rothwell, as were all episodes from the previous 20 years. The next one after that was "Bread and Honey" on 20th September 1989, which was presented by Roger McGough and produced by Childsplay Productions Ltd.
I would imagine that you can blame the sudden change of focus and style on the introduction of the National Curriculum in England, Wales & NI, which put the kibosh on loads of schools programmes around that time and changed others beyond recognition, although I can't back that up with quotes or anything!
